Thou shalt have my support.

When my project was featured, I want to stick Paddle2See's comment.

Suggestion:
I'm suggesting that there be a button somewhere on a comment saying ‘Pin’. This would then permanently pin the comment to the top of the comment section, similar to a topic being stickied. Of course, one could only do this on their own userpage, a studio they're a manager in, etc. There would be a max of 1-3 pinned comments to avoid spam.

Why:
This could be useful in a variety of situations. For instance, many users who are leaving Scratch for an extended period of time shut down commenting to keep the comment saying that they will be back at the top. With this suggestion, they could keep comments open with a pinned comment saying something like “Hey all, I'm going on a trip and will be back in a week. I will respond to any comments when I return!”
Another situation would be in studios with certain requirements for projects to be added, such as the Scratch Design Studio. If multiple people were requesting projects to be added that didn't fit the requirements, a manager could pin a comment saying "Please remember to add to your project for it to be added!"

Downsides:
This feature could potentially be abused by someone pinning hundreds of comments somewhere. That is why my suggestion makes the max amount anywhere from 1-3. I can't really think of anymore downsides, please let me know if you think of some.

Not everybody reads those, especially as some studio's tend to get a bit long. Out of curiosity, why does that warrant a semi-support?

Although it might be useful, you can just use that instead.

What about the fact that some studios description/projects tend to get a bit long making some users not want to read it? Even though I'm an SDS Curator, I personally find our studio descriptions quite a bit long, which is why I'm okay with users commenting projects not fulfilling the requirements, to which I kindly remind them of them. However, a short comment pinned to the top with the most important information would be a perfect fix.
