Yeah, most things on a website needs JS to work (even a button, unless you want to do weird ancient stuff with forms). But this wouldn't require a huge amount of backend stuff, just an API to pin/unpin comments (which could just be stored as a reference ID as the newer comments API can already load specific comments).

This is the best option. Rather than have infinite stickies, have 1 (or more) for important info and/or announcements.

Maybe 3 tiered stickies on profiles? (1 appears on top, followed by 2, then 3)
1 for projects, though.
