Also non-manual bots are disallowed anyway, like you cannot make an account that's just used for a bot.

it looks like all the discussion is drying up, we should probably close this topic cuz there seems to be no further discussion necessary. plus it would be easy to implement, it would only take about a few weeks to implement (just adding some buttons, changing the comment sorting systems to show the pinned topic at the top no matter how old it is, and testing the feature to find any bugs)
