The point of the Suggestions forum is for everyone to discuss this. Not just the Scratch Team.
Asking people to not do what they're supposed to do when you initiated it is much more rude than someone saying that they don't support your suggestion.

No, there is more issues that can be solved if we just encouraged donations, such as the main issues people were protesting against 3.0 for, and of course, better servers to maintain the site as a whole

With that out of the way, No Support
Reason being is that it would be an insane amount of work to constantly update the built-in artwork, and also breaks too far from the goal of scratch- That being to create a simple coding language that's easy to learn alongside an inlaid paint editor. Making an entire list of default variables, random body parts entirely separate from the current sprite program, separate position and costume menus, all intertwined would be the same as making a separate website given the amount of workload.

Lastly, the concept of OCs already irks me- They're story characters without the actual story or depth, but tacking on “species” or “personality” is then used to add the illusion of that story and depth. If you want to get yourself caught up in a new character, planning out exactly how they look, think and act, maybe try making a short story to go along with it. It will help with that designing part and also give other people a reason to feel as invested as you are!
