I'm a little concerned this might end up being a competition to make posts the fastest, for instance people trying to make two posts within 5 seconds of each other so they can get a screenshot of the 60 second rule, which would undoubtedly lead to spam. But people don't seem to spam just so they can get 60-second-rule-d and brag about it, so maybe it would be fine.

Yeah - but that one talks about the 120 second limit (not the 60 second limit) - and there is almost no discussion on it. I think I will merge this with the other 60 second one and we'll go from there.
