It seems practical that when you have to wait 60 seconds, you should know how much time you have until you can post again. It can say “please wait ____ seconds before posting” or something like that.

I think it should still let you know that 60 seconds need to go by. For instance, the message currently is:

Sorry, you have to wait 60 seconds between posts.

Maybe they could change it to this, in the case of having to wait 37 seconds to post:

Sorry, you have to wait 60 seconds between posts. Please wait 37 seconds before posting again.

That way you know what's going on, and why you need to wait any time at all.
