Because they're both leaders of criminal organizations with very high tech and we need an explanation for Intergang having all this high tech that isn't Darkseid...Why?Bruno Mannheim should be Atomic Skull.We should merge Atomic Skull and Bruno Mannheim and Intergang and SKULL.What?
Skull wasn't in the movie before, I just think he should.To lessen characters is my guess and add a more complex plot..Why?Bruno Mannheim should be Atomic Skull.We should merge Atomic Skull and Bruno Mannheim and Intergang and SKULL.What?

The Question Script
We begin our story in a familiar setting.
RED SUSPECT: I feel a sudden urge to… to get sussy
Sussy bakka dance breaks out
Vic Sage appears
VIC: I’ve heard there’s been some sussy behavior going on?
RED SUSPECT: Yes hello my name is Red Suspect anyways there is a killer called Red Suspect going around killing corpses
VIC: Get ready, things are about to get goofy…
SKIBIDI TOLIET: Did someone say goofy?
VIC: …a little TOO goofy for my likening.
END
Post-credits scene: the real friends are the goofy ones we ate along the way
