Stickies can be bumped (their order is not fixed in the Stickies part of the page), they just don't go far.

You cannot bump if the topic is in the 1st page, and the stickies don't have 2 pages.

Just to be clear it is OR, (which doesn't make sense, but I didn't make the rules). However just like how it's common etiquette that you don't bump things if they're not on the front page or 24 hours ago, you shouldn't bump stickies.

Please don't bump stickies, whoever did it. (I'm too lazy to read back that far).
