YouTube is not geared towards all audiences, generally it is made for teenagers and adults (although some content is family-friendly or made for kids). That means stuff that may be reportable on Scratch may not break YouTube's guidelines if it was posted there.

And… it works. It looks like the ST would have to try every number of slashes because someone could say "https:////////////////////////" with any number of slashes.

I don't know where the youtube filter code is, but couldn't you just use decodeURIComponent? Oh wait https://www.yo%2575tube.com/watch?v=98awWpkx9UM I guess they could run it multiple times, until decodeURIComponent does not change the string

I don't really see the purpose of this suggestion in the first place personally. The change is just to capture casual linking of YouTube videos (I never bother changing the link because it is automatically). It isn't intended to be some type of security measure, just to change copied and pasted YouTube links. If people are intentionally snooping around the filter they can simply be dustbinned.
