Support, Scratch is supposed to be able to be used by everyone, and seeing most– if not all the other ones, are already translated, I don't see a reason why it shouldn't be implemented.

Why stop at the 60 second message? What about the message when you try to make an empty post? What about the 120 second message? What about the message when you exceed the maximum character limit?

I am Byron_Inc's alt. I'll try it in Chinese.

EDIT: No, the 120 second rule is still in English. But the empty post is translated, but it's not grammatically correct.
