I don't think this particular idea is rejected. The tab that used to be on the front page was “Recently Shared Projects.” And, yes, one of the issues with this was that inappropriate projects would be able to be front-paged without having a moderator see it first.

Although this suggestion isn't rejected to my knowledge, I don't really see how anything the OP posed solves the issue. I suppose that if people stumble upon an inappropriate project, they would more likely report it than love it — but then there's the projects that aren't “inappropriate,” yet still not allowed on Scratch (such as music-sharing projects). Indeed, if a music-sharing project gets front-paged, and we don't see it, people might think that it's okay to post music-sharing projects.

There's also the matter of how precisely the tab displays projects. Will everyone see the same projects at the same time? Or will they be random, like the Recently Shared Projects tab was? If it's random, that makes moderation even more difficult. But if it's not random, that just leads to less people getting their projects front-paged.

All in all, I think the Featured and Curated tabs already do a pretty good job of displaying underrated projects. That's my personal opinion, though.

Ah, and my post above comments on the front page possibility, rather than the search bar. I think the search bar might actually be a better fit for what this suggestion is.

I'm not sure that's a good idea. Even one invalid report could remove the project from this section forever.

As for the first one, well, that will actually cause problem instead of solving problems. As for the second one, I am asking you in what process will a project be marked NFE, not by what code.

Okay, since you have changed the suggestion, I guess I will go for a half support. It will still be just like the Recent tab.

The way that projects are currently marked NFE: by the Scratch Team.

The Recent tab had no criteria (besides not being marked NFE) for projects. This suggestion narrows the selection considerably due to its criteria ensuring quality and due to the keywords themselves filtering results per search.

My personal experience says that the ST takes 1-2 days to check project reports and the projects which are reported can still be viewed after it is reported. What will happen if that project gets on the front page before that? Also, what about the second question?
This is no different than what happens with the Top Loved Recently row that we currently have. We have a Scratch Team member that looks for new additions to that row and checks them out whenever they show up.

Support but there should not be a minimum number of views and if there is an underrated projects section, only about 3 or 4 should be added to the section a day.

Okay. But, just saying, there SHOULD be a minimum number of views because…
Let's say little Timmy makes his first project. It has 1 view, himself. It also has one love, and one favorite, also by himself. Because of this, the project has a 100% love to view ratio, so the program thinks it's underrated, when it's really not. So, 25 minimum views solves that issue. However, I will say that that seems a little too high. How does 10 sound?
