-Have at least a 7% love to view ratio (Don't worry I will account for this through the secondary like system.)

-Can't be reported as NFE (NFE repots will be changed to not be flaggable for new scratchers and only be accessible by clicking “other” option twice.)
-The project must take >1.5 hours
(It is calculated like this - Every block you place, There is a 2min timer started for placing another block, If it runs out, The 2min won't be added, else the time gone will be added. As a bonus, it removes copiers! )
-If the project had ran for over 3 minutes. It will count as a secondary like. This like / view ratio must be 15% or above, To ensure a lot of people have enjoyed it.
-Within the first day of release, The creator must have less than 15 of creator's followers to open.
-There is a special great button, which allows you to say the project is exceptional, If the ratio is more than 20%, It will appear first in the list permanently.

Many of your suggestions add entirely new features, which frankly, I don't think are necessary at all - and would take many more resources, too.

Also, the current name structure is not the best, here is my Idea :-
popular -> well known (famous is not the correct word, as projects with <100 views can show up)
trending -> recent
underrated -> trending (behaves like it as a bunch of projects flow in and out all the time)

Support. Un-noticed Scratchers (like me) will be noticed and make them happy. However, I think the limits are too much. My most popular project, When Sprites Fly, wouldn't get on the filter because it only has a 6% love/view ratio. None of my other projects would get on the filter either, because When Sprites Fly is the only one of 2 with 10 or more loves/faves (the other being Light Dancers, with a 3% love/view ratio. I agree with the limits mightydeep suggested (mostly):

This wouldn't get When Sprites Fly or Light Dancers on the Underrated Projects filter, but rather different projects.

No support, scratch is for kids(no offense), underrated is a hard word and even if kids knew that word, they would not be interested with underrated stuff

so maybe instead of underrated it should be called recent to match with the explore version?

10 loves is too much

The new “underrated” tab should be called popular, and should also be the new default dropdown. The reason this should be named popular is because the algorithm proposed makes sure the projects are popular. Not famous, but popular.

I don’t like this part since it infers that underrated projects are already popular when some may not be but are under that category. Honestly, the suggestions is “underrated” projects, so why can’t it just be called “underrated” or something similar like “rising”.

I do however like the change from “popular” to “famous” as it may get people to stop complaining about projects on trending being “bad” and the Scratch Team can just say “they are famous projects, not popular”. Dumb reasoning, but could be a reason.

This would allow way more projects to get noticed. The featured projects bar updates about 1 time a day, so not many projects are actually getting featured or noticed. This would include WAY more projects.

Technically, it already exists. It's called “Recent”.
