ok, the other way is to ban people from making custom emojis if they do make an inappropriate one

But if inappropriate images was a problem, why are profile pictures, studio thumbnails, forum images, project uploading/thumbnails not a problem? You can update your profile picture or a studio thumbnail straight from your files with no need to be hosted, and I've never seen someone set their pfp or studio thumbnail as something inappropriate. Just use the report button like everything else, so……..
