You can, just click report and then put “I think this should be stickied” or “request to be stickied” or something like that I would request this to be stickied but I don't know how or whether I have the power to do so.

I have added a new note clearly mentioning that this won't be a sticky, as well as cleaning up the notes quite a bit. Thank you for your support of stickying it, though! As for right now, I think linking it in a sticky is effective enough.

I've seen users making lists of suggestions. Unfortunately, there is no place that explicitly says that you can't have lists of suggestions. I've created this topic to provide information on this.
Lists of suggestions are not allowed. The reason why is so each topic is focused on one suggestion, not so many. Lists tend to centralise around one suggestion. Also, if one suggestion is rejected/duplicate and one isn't, would you close it, or not? The only solution is for a Scratch Team member to fix it, which isn't a thing they can do on a regular basis, though some members use the forums regularly.
Your suggestion will not be implemented if it is in a list. Instead, try putting one suggestion in each topic!
if you see someone break the rules on lists of suggestions, feel free to link this topic. This will be extremely valuable in receiving information on why it is prohibited and will prevent the user making more lists of suggestions. Thanks!

If the suggestions in the list are closely related, you can make a list. That's because it can't centralise around one suggestion if they're all similar. They fit so well together that they can't function alone. For example, you could make astop timer ::sensing
andstart timer ::sensing
in one topic.
(That's just an example. Don't actually make that suggestion; it would be a duplicate topic!)

Those are so closely alike that they go together.
“Changing usernames”
“Snip inactive usernames”
Those don't exactly go together like the above list of suggestions. The first two couldn't function without each other. The last two are both about usernames, but are different enough to warrant their own topics.
Imagine if users made lists of suggestions, saying they're “for Scratch, so they're similar”. Don't you are where it breaks down at that point?
(Those are just examples. The first two are duplicates, and the last two are rejected, so please don't suggest them!)

Not exactly. Any suggestions as of now will be a part of 3.0. But, the update that they are in will not make them similar. It's what's in the updates that counts! Regardless of what update they're in, if the suggestions don't seem to go together, then the topic will be closed.
Also, it may be good to note that Scratch 4.0 won't be out for a long time. The reason Scratch 3.0 came out was to work around the closure of Adobe Flash Player this December. Unless HTML5 closes soon, there won't be a Scratch 4.0 in the foreseeable future. The Scratch Team is still working on 3.0 and had not even thought about a Scratch 4.0 yet.

2.1 What about the Suggestions Directory? Why is it allowed?
The Suggestions Directory isn't a list of topics for the Scratch Team to implement; it is a list of topics so that you can look to see whether your topic is a duplicate. It is not the “list of suggestions” that I am referring to. It is useful to help users find original topics.
(Don't create your own Suggestions Directory, though, as you would be creating a duplicate of that topic!)

No. Each suggestion should be your own, original idea. If you have a good idea on how to improve Scratch, then suggest it, rather than making a topic with example suggestion ideas.

That's the entire purpose of the Suggestions forums, where you make your own suggestions. There is no need to duplicate the forum in any way.
Plus, your suggestion will get more attention in its own topic, rather than it being in another one, and it will be more likely to be implemented by the Scratch Team in the process due to more attention.
3.3 What if I made a list of suggestions to NOT add?
A suggestion, by definition, is an idea or plan put forward for consideration, not to bring down and destroy. You should not make topics to criticize other suggestions. As said very straightforwardly here, the Suggestions Forums are about giving suggestions, and not “anti-suggestions”.
Instead of focusing on the negativity of a topic, try focusing on how to make it better. Explaining politely the downsides and trying to fix it in a constructive way is a great way to use the Suggestions Forums.
4. ADDITIONAL INFORMATION
4.1 I still don't get it.
Lists of suggestions add further confusion on who's talking about what suggestion. If one of the suggestions gets rejected, and the mods point that out, but the user is too inactive to fix it, and users just continue on in the conversation, what then?
Technically, yes, the Scratch Team could just edit the posts. Now, this is where the confusion begins. So many suggestions… Some are rejected, some are dupes that people can't find the link to, some might be duplicated but are ambiguous in definition… What now?
Please make sure you keep each suggestion on their own topic so it stays focused on one suggestion.

Thanks! However, I was asking if you have ideas on how to improve it, not making your own version that I should copy word-for-word. I was actually looking for something like “maybe you could add a new question on _____” or “ you need to be more descriptive in _______ ” or even “______ is misspelled”. I still want to withhold my freedom in creativity in this topic.

Hey there! I know that this is a bit to grasp, so I'm here to help! Whether I directed you here, another user did it, or you found it and got curious, believe me, this is no minor thing. This topic will benefit you throughout your time on Suggestions, and I am very glad to be the one to help you out on here.
I've seen lots of users making lists of suggestions. Unfortunately, there is no place that indicates that you can't have lists of suggestions. User's ideas get turned down if they appear in lists, and no one ever knew….until it was too late. Paddle or Zach decided to close your topic using that one copypasta. You had no idea, until now, when you've received the lecture.
When I realized that no one explained that lists of suggestions weren't allowed, I thought it was unfair that there was no topic to let them know. They would only learn after the circle was complete. So, I took on the idea of making this guide to help you. I hope it really has an impact on how many users make lists. Now, it remains a part of the Guide to the Suggestions Forum, here to help out!

They do plenty of things that we take for granted – and we must respect that, and continue to follow the rules they give, for another kind of respect: respect for authority figures.
Your suggestion will not be implemented if it is in a list. Instead, try putting one suggestion in each topic! That way, everything stays focused, organized, and not confusing.

Evidently, every suggestion is solving one problem: bringing Scratch to its full potential. This does not make it similar.
Plus, each topic should warrant its own suggestion. If another user has a suggestion, he/she/they should suggest it on a separate topic, so it stays organized, and the Scratch Team is more likely to notice the suggestion.

Over the course of years, users have suggested the same block suggestions over and over. Out of care and concern, a user shared helpful workarounds to use in the meantime. It's not a suggestion to be added to Scratch.

The Constructive Recommendations topic should suffice for now. It is the exact same thing. The user is inactive, which would usually allow this kind of list to be created, but it doesn't at the moment. Paddle doesn't want any more guides at the moment. First thing's first: Check out the Rejected Suggestions and Duplicate stickies to see if your topic will be rejected / it has already been suggested.
Next thing up: You need to determine whether the list would be closely related using Question 1.2. To sum it up, they must be related to each other im a clear way. Less similar suggestions can warrant their own topics so it stays focused.
Make sure the suggestions themselves are explained clearly. The clearer you are, the more likely you'll be to get constructive feedback.
Make sure you think carefully about whether the suggestions really can't work without each other before sharing it. Otherwise, you may have to make it in more than one topic.
Then, you can share your list to the Scratch Team! Good luck!
