Okay, that makes some sense. Thanks for your opinion.Good idea — but 13 is a pretty common cutoff. I think the “age-restricted content” part of the suggestion also covers the fact that any sort of “mature only” content is not allowed on Scratch in general. Hmm……
Maybe you change 13+ version of Scratch to “Mature Version Of Scratch” because not all people suggest the age limit of 13, and mature expresses the idea better.

Server space costs the Scratch Team money. At the same time, they want to be sure that Scratch is free for everybody. They cannot afford unlimited project space on the website with this goal in mind.
However, simply increasing the project limit (to, say, 100 MB) is NOT rejected; you can discuss it on this post.

3.2 Disable remixing or ban minor remixes
One of the most important ideas of Scratch is the share aspect. Scratch is a website not only for displaying your work, but also for sharing it, and by posting your project on the Scratch website you agree to allow others to remix your work. You are not allowed to write “Do not remix this project” in the Notes and Credits of your project; you may get alerted for this.
A remix of a project is allowed on Scratch, even if the remix only contains minor changes (this includes recolors). However, when you remix a project, you should put in the Notes and Credits what you changed. A project that contains no noticeable changes can still be reported; changing the color of one pixel in one backdrop would not be considered a valid remix, for example.
For more information, see #4.1 on this list. This suggestion extends to “extremely minor remixes”, such a remix of a game that gives you 2 points per second instead of 1. As long as the user explains what they changed about the project and gives proper credit, this is okay.

Does any change of the project count for this? Is it allowed if someone just changes the title? It technically is a change. Is it allowed if someone changes just one block that does not even do anything? It technically is a change. It would be helpful if anyone can explain this to me.

Good question. Ideally, anyone who remixes a project should state in the Notes and Credits what it was they changed. If all they do is change the title, or add a block that doesn't do anything, the Scratch Team won't be able to find any actual changes to the project, and thus will take it down. Does any change of the project count for this? Is it allowed if someone just changes the title? It technically is a change. Is it allowed if someone changes just one block that does not even do anything? It technically is a change. It would be helpful if anyone can explain this to me.
In my view, the two examples you give do not count as sufficient changes to the project. Others may have a different viewpoint, though.

that is very true but sometimes people do not like remixes like if they draw a picture and someone remixes and dont change anything at all can be annoying if i was in the st/scratch team i would create a do not remix button so other scratchers wont remix it!

the pixel displacement sets the pixels at random locations within the set range!

I have generalized #8.4 from “Allow Scratchers to moderate the forums” to “Allow Scratchers to moderate the website.”
It is certainly rejected for forums, and so it is logical that having just anyone moderate the website is also rejected. (From experience, the website tends to be rather worse than the forums anyway.)
