This actually sounds pretty good of an idea.
My main issue might be what would happen if I tried to edit a sprite -just slightly- for my project.
You'd have to simply download the sprite's costume and change it, then re-upload the change to the same place. Hosted assets are basically public files for use in Scratch projects that the owner of the project is storing on their own storage media, rather than the Scratch servers.
Again, this is probably the best way.
i mean, yeah, but would you have to edit the asset outside of the project?

Remove project size limit

Sorry - we have to reject this. Server space and network bandwidth still costs us money. We could not afford to allow unlimited project size and still have Scratch be free to use.
