it is just the homepage with some unknown query parameters (query parameters are a part of the http specification). they're probably just ignored. they didn't intentionally add that link

Everything after the ? is a URL query, so it's not actually it's own page.

Similarly, http://scratch.mit.edu.ezproxyberklee.flo.org/?thisissometext=insertrandomstuffhere also exists. The server and page just ignore it.
