No, they could still make a new account. Again, there's nothing stopping them from doing so if this suggestion is implemented.

Why not? They can simply create a new account, with a different username, but even the same email. Say I make an account called 0_scratch_tabs, and that's my only account, and it lives up to its name. There is no activity on it at all. It gets deleted after 2 years, but if I come back 3 years later and decide I want to use Scratch again, I can just create an account called 1_scratch_tab, and then I'm back!

this is for completely unused accounts. most accounts that take actual breaks have at least something on them.
