According to TOLORS, editing comments is a rejected suggestion:

The inability to delete your comments everywhere is put in place so users do not post inappropriate comments or spam comments on other users' profiles, projects, or studios, just to delete them later on. In contrast, you are not really likely to spam your own projects or profile. The only benefits to this are to remove comments that you did not mean to post and to fix spelling errors. The former could be solved by thinking carefully before posting any comments, and the latter could be worked around by typing slowly and/or stating your mistakes in a reply to the comment. This also applies to forum posts; that is, a feature for Scratchers to delete their own forum posts will not be implemented.

Editing comments could similarly lead to comment manipulation, such as a user commenting “I like this project,” waiting until someone replies with “I agree,” and then editing the original comment to say “I hate this project.” Allowing Scratch Team members to view the edit history of a comment does not make it easy to moderate, since then they have to look carefully at the context of each edit, which takes time.

I have a solution to this, however. Only allow editing the comment until it gets a reply. This prevents the manipulation involved here, since it won't be possible to edit after somebody says “I agree” (or anything else).

Just do what happens when A disables comments while B is writing one at the same time, prevent the edit from being submitted, with a clear warning about that.

In my interpretation of the button it won't disappear, it just becomes grayed out and clicking it will show a note that editing comments with replies isn't possible to prevent manipulation.

Then people will start reporting comments with typos randomly to stop them from fixing them. Maybe just leave it like that.

finally gets to the report but doesnt see anything bad since its edited so user1 isnt punished

Cool! That’s basically how I do it. (Sometimes I use another program to edit the image.)

I would like to add that perhaps the comment should have a limit on the amount of times it can be edited, so someone can't just spam edit a comment and make it really hard for the ST to see what it says.

I think there should be 1 edit each comment tbh. To save st’s time too when checking reports.

Actually, what if users can see edit history for any comment? This removes the “removing evidence” problem. It also means users can see if someone replaced their bad comments with something else.

Indeed it would. The ability to edit comments would make it more difficult and/or time-consuming to moderate comments. This is a significant problem stated in the reason for rejection that has not been addressed by OP yet. As far as I can see, no solution is presented.

Alright, here's a solution to that:
You can only make 3 edits to a comment, and you must wait 120 seconds between them. New Scratchers must wait 300 seconds instead, and can only make 2 edits.
