The 5Mb project.json limit should be increased
I support an increase to 10 MiB. Currently it's 5 MiB, which isn't enough for my needs.

It's 5 mebibytes, I have tested it myself.

Great suggestion, however, 5MB is a lot for JSON size (most content is larger than this because of assets), and those who need it are probably good enough to where they could optimize, and in the worst case, make an image to text system. (Rok Coder comes to mind)
5MB is still pretty huge (unless you plan to make a 3D game, which Scratch isn't meant to support anyway, and even then, it still might be possible to make something like Mario 64 if you use assets for textures and sound) and if you NEED more (i.e. you've optimized it as much as possible and you still can't go below the limit) you could make an image to text system, which would allow up to 100 or so gigabytes.
This is still a great suggestion, though, since it won't require building a project up again from scratch.

Is it simply a constant?
If it is simply a constant then it would not require much work, however, if it is defined so because of technical limitations then it might not be so easy to add.

Although it would be nice to have the project.json file size increased, I personally have run into more issues with the individual asset size. Besides, my biggest projects still just have a project.json of <1 MB.

Well, what about people like @BenjaminWins who has very big projects? Although it would be nice to have the project.json file size increased, I personally have run into more issues with the individual asset size. Besides, my biggest projects still just have a project.json of <1 MB.
