No support. An offline editor already exists. If you can't download it for some reason, I don't know what to tell you.
What about for Chromebooks? Or for those who can't install the offline editor? Not adding this is just alienating part of the community.
Like I said, I don't know what to tell you. Maybe buy a personal laptop with Windows on it?
Most people aren't going to buy a whole nother computer just to download it

Offline Scratch editor on Chrome Web Store?

I think that there should be a Chrome App for Scratch. I would love for there to be a way to get the Offline Editor without using a separate program (I can't install it atm, dont ask.) and a Chrome App could do it perfectly. Similar to how there is a Office 365 Chrome Extension, there should be a Chrome App for Scratch. This would really help when I am travelling bored with my laptop and cannot use the website.
The point of the offline editor, is if you can't use the internet, you can still use Scratch.
If you use a chrome app.. It's like an online editor.
Why I don't support.

but it's not like an online editor. chrome apps can run without being connected to the internet.

Once again, I don't know what to tell you. Please stop forcing me to repeat my statement.

Chrome apps can run offline. When they do, they store data in a designated folder or in Chrome itself. Some extensions require internet, but a Chrome App editor for Scratch honestly shouldn't, except maybe for auto updates. Please do your research first.

I have a personal gaming computer that is double locked. It doesn't help that I don't often have time to unlock both locks and still be able to do anything meaningful. I am not going to buy another laptop for the Offline Editor either. Stop finding stupid excuses for no supporting, because many Chromebook users and users unable to install applications have shown their support here. It's not as if it's a small need. I'm absolutely positive at least a hundred people would appreciate this. Besides, it'd actually be time well spent. It'd open more avenues to people who want to use Scratch but have shaky internet at home.

Right now, there is no way to use Scratch offline with a Chromebook. I know that they're pretty useless offline anyways, but Chromebooks are used a lot in schools, as is Scratch, and using Scratch offline on one would be great. Would this be possible to do, putting it on the Chrome Store, where you can use stuff offline? (I feel like this'll be rejected, but I'd like to know your opinions on the topic anyway.)
completly agree

Once the Android Version of scratch 3.0 is released, we should be able to use it on Chromebooks. By then almost every chromebook will have android capabilities, mine already does.

Scratch 3.0 is being made in HTML5 which is compatible with most modern devices. It won't have a app for smartphones, it will all be online.

I, myself, own a chromebook (Well, my dad does).
Chromebooks cannot download software, it's browser only. So “Offline” editor in the chromebook would just be an app that links to the Online editor.
I also use a chromebook, and the only useful thing on the chrome web store is an extension by griffpatch(Not joking) that tells you your messages and allows you to answer them without actually physically looking at the page.
Aside from that, there's nothing else.
