Why are some part of Scratch Open-Source and others not?

I always had this doubt, is it something about the scratch license or something legal?

Why are some part of Scratch Open-Source and others not?

scratchr2, the closed source section, handles a lot of authentication, which generally is a bit dangerous to be made public. also, (don't quote me on this as i can't remember the source) i seem to remember in a QaS post somebody mentioned that a lot of it is spaghetti code and uses some very hard-to-work-with libraries.
