The language forums in terms of moderation are a mess. First thing you see when you open up the African forum is

- Clear guidelines
The ST does not enforce any rules on what can be posted there. I've reported numerous posts in the past that did not follow the standard forum rules ( necroposting ) and they were not closed. JUST CHECK THE DATES IT'S NOT ABOUT LANGUAGE BARRIER.
Unless the users themselves make up their own rules, the ST doesn't enforce anything. Many forums don't care about order and stuff so they stay in the Bronze age.
Language forums should still be able to decide posting guidelines or something, just keeping enforced standard forum rules such as thread hijacking which are not allowed regardless of forum. - Community Moderation programs dedicated to each forum
Most moderators cannot speak Farsi or Chinese. I propose community moderators as volunteers with ID certification that they are in fact adults and proven fluency ( B2 level at least ) to moderate in such forums.
Not rejected as I have given solutions. Be quiet everybody.

Yeah, your images versus your main suggestion seem different. The images are clearly spam, and should be reported as such — the Scratch Team should be able to take care of it. As always, the Scratch Team cannot remove posts that they are not aware of, which is why it's important to report any spam that you see.
“Necroposting” is probably different, though. I could see that the Scratch Team has relaxed requirements on “necroposting” considering that the other language forums are used far less often than the English forums. (Not to mention that it's not a huge issue to begin with.) I do know that there are some “rules” that are relaxed in the other language forums as a result, possibly to encourage these other-language speakers to engage in these forums to talk with others whom they understand, although I don't really have examples of such rules.

Activity's sake does not excuse posting on a topic from 2014 saying giving constructive criticism to the ads there / any other intervention. Most of the time there are no suggestions ( speaking from experience ) and as such there is no need to post on a thread with users that are most likely inactive. “Necroposting” is probably different, though. Yup, it's great that people talk to eachother, however necroposting should not be too relaxed. Infact, due to the lack of activity, people could forget about topics and once they get necrobumped after a few years, OP may not care anymore about the topic and could be slightly annoyed that it's still getting revived.

Necroposts are not the only issue, but rather the most common. Harassment is also hardly enforceable if someone modifies with special characters a word, as the translator cannot recognize it. How are “necroposts” unsafe?

I remember noticing a few months ago when a friend of mine was active on one of the foreign languages forums that there were a lot of random topics with no constructiveness to them (or that would be banned or not allowed on any other forum) and, as Basilikos described, a lack of moderation.
Considering the fact that the English-language forums here on scratch are far more moderated and as a result don't have as many offtopic and spam posts, I do personally believe this is at least somewhat necessary.

By the way, I think it might be worth linking this post. I've noticed this situation as well.
Once I reported something to be unstickied in the Italian forum because I misinterpreted something and thought it was irrelevant. But the Scratch Team didn't know Italian and just took my word for it. I explained it was a misunderstanding and they stickied it again.
