Well it was, before it got edited, the purpose of the edit is to avoid having the blacklisted words in the text fields, so no one reads them. I am just guessing
It was because trollers could use it to find what workarounds work without getting muted.

Someone is definitely going to make an autohotkey script to automatically figure out workarounds to words blocked by the filter.

To the OP:
Aside from cloud chats, can you explain how would this be used in projects? I don't get why the project creator would really care if no else could see it at all, and maybe some random NPC.
And if you want to do something like this, you can just:
<<(translate (answer) to [Arabic v] ::pen) = []> and <not <(answer) = []>>>
