Honestly, Scratch is NOT clear with what is allowed and not allowed on scratch. You guys have no idea how many times I've seen profiles filled to the brim with fnaf and when I asked them about it they had no idea fnaf is banned. Many people spend time coding chatrooms, fnaf projects, and other banned things whilst having no clue their project is against com guidelines.

When you make your account you are told to be nice, kind, etc etc. ONLY WHEN YOU DISCOVER FORUMS (usually 1 month after you start scratch) do you TRULY learn the rules, and even after that you still might be oblivious. So here is my proposal:
When scratchers make a new account they should be presented with a list of rules, no, like real rules. Not “Be Nice” or “Be kind” because most people who make chatrooms and fnaf aren't intentionally breaking the rules, so instead of preventing letters from being in cloud variables, actually be upfront with the rules. I will say this again: Most people who make chatrooms and fnaf aren't intentionally breaking the rules, they are just doing what they like to do.

Edit: Now that I think about it, this might be the first time any of you guys have heard of these rules because the fnaf ban post is buried in several year's worth of other announcements.

Agreed. You can't expect every 8 year old to click a link to actually get to the CGs. I really only started getting used to them after 1 damn year because at that time I went into the forums more often.

The announcement directory, plus doesn’t the cg directly prohibit scary stuff?
It’s meant to not say what is and isn’t allowed specifically, rather, say how to gauge if something is allowed.
FNaFis allowed without jumpscares, chat rooms are allowed if they use pre selected phrases.
The ST doesn’t start with a ban, rather, an alert. Now, if they have a history of breaking the cg, that’s a bit different.
Almost every Forumer knows the rules id say.

Surprisingly, I'm still getting used to some of the rules.
Same.
I may be biased with my post, though, as I never post projects, so a counterexample from another user should be used when gauging if the CG is enough.

Not everyone is a forumer, It took me 3 years to actually realize fnaf is banned.
Fnaf is aloud without jumpscares? I'm pretty sure there's a whole essay stating that fnaf is banned due to how bad it looked for scratch as a education platform and because of how it has a plot based around murder.
Of course, you didn't know that because it's located in an article written 3 years ago in the announcements section
Even when I started using forums I only learned this after it was linked in a discussion about it

I have read it multiple times. I know it. It is allowed with no jumpscares, just NFE. NFE isn’t banned. Reread it.

I also only know horror is banned because someone told me (rule for that is probably buried under years of * too)

edit: horror is not banned, only hardcore horror

Go to the announcement directory, ctrl+f, type in FNaF, you should find the post.

either way, my point still stands:
Non-forumers (50-70% of scratch) probably haven't read any of these articles. Even people who use the forums regularly don't go looking at articles from 2017

If they don’t allow linking to them, I think it’s logical to assume private messaging on Scratch is assumed, with the fact social media usernames being banned, so would be making chat rooms.

Either way, all info on this is in the FORUMS, so if you haven't yet noticed the forum link in the small community tab (Which a lot of people won't even see, god forbid having them actually clicked), then clicked on the announcements tab, and THEN clicked on the announcement directory, you have no idea what any of this is.
besides, a 11-year-old is not going to bust out his detective skills. Maybe you are right, but what I'm arguing for is for scratch to absolutely shove these rules in your face.
