I made a project. And then someone remixed it. That person didn't change anything. Then that project got remixed and then that person didn't change anything.

If they don't make it obvious what was changed, it still counts as a reportable project.

If it looks like an exact copy and it has no changes which affect anything while using it then it is an exact copy.

if it's not then the creator will most likely list what they've changed and it'll be put back up. don't worry just report it.
