Ok so im under 13 and if I ask my parents for GitHub and they say yes can i get it? Also im not form the US

If you want, you can do it, but it's generally on the grey area.

Ok so, yeah, you can't use it until your 13. I could be wrong, but I believe you can still use GitHub and download stuff, you just can't sign up for it.
