With adacraft, you can save the scene as SVG (but without bitmap and effects). You can then import the SVG file as a costume. Is that something you were aware of? If yes, is there something missing for your needs?

Regarding an extension that works with E羊icques or TurboWarp or any mod that can use external extension, I'm afraid that it won't be possible. Because those extensions are sandboxed, and they can't access internal of Scratch and especially the scene content.
