I'm using ruffle (idk if the browser extension policy applies here) which is a flash emulator, so how would i be seeing that screen if i didn't have it

The “project not found” error was itself a Scratch project in the 1.x days, so the player seems to be working to some extent.

In my experience, uploading a project seemed to take a while; first it didn't appear at all, then it gave a 404, and eventually it loaded properly. Not sure if I did anything different that would have caused it to work.

It's possible that the player still isn't totally working, given that Ruffle still has some missing functionality. If the project still won't load after a while, you should try using Internet Explorer with a real copy of Flash or Java 8.
And do note that there are some quite heavy security concerns with both of those.
