You know what I hate?
People with like 7 different alts, and you know these alts are all ban-evading accounts because they're “_____rises” and such.
And people actually plan to make new accounts once they get banned, like they know they're getting banned but don't really care about changing their behavior.
When I get banned I'm coming back as @_____
And these people… they list all the alts and it's INSANE!
It drives me crazy.
Shouldn't there be caps on the accounts you can make?
"Sorry, your IP already has x different accounts registered on them. Delete one, or just reuse one of them. If the other accounts are for your family, talk to a Scratch administrator about bypassing this rule."
(And, of course, to stop banned users from ban evading even further and making more accounts by deleting old ones, banned users cannot delete their own accounts.)

Who's with me?

(EDIT)

Short time as in a week, or short time as in a couple months?

Short time as in maybe about a month.
Well someone might make an account, have it for a year, get banned, then make a new account.
What if instead of short time between accounts being made, there is a “meltdown” of sorts between a ban on your ip and a new account being made, probably two or three months.

Totally I support, I also get annoyed when people have a large list of accounts. I have extra accounts only for testing and for collaborations with others.

But I have over 20 name snipes of misspellings of djdolphin. And what about shared computers, like at schools?

1. If someone impersonates you with an intentional mis-spell (or uppercase i in the case of the l), you can just report them.
2. Hm… excellent point… but I'm talking about accounts created on an IP, not used. So as long as the users of the shared computer at school had made their accounts on their home computers, they should be alright.

This. Perhaps only do it on accounts that have been banned x number of times?

EDIT: Wow. I posted this at exactly 11:00:00. Achievement! /offtopic

Support! I agree with TheHockeyist too. Though my sister made 50+ accounts with the IP at my house…

5 seems good, maybe 3 for IPs that have bans on them?

How about if too many accounts are created in a short amount of time, you get banned, and if accounts are created over a long period of time, nothing happens? But put more restrictions if the user was banned in the past 3 months.

When you're banned, then you cannot make another account for x months if you've been banned for x days.

No support. People at schools won't be able to make accounts. And no, it would be ridiculous to have to use it for homework. And some people don't have computers at home.

Also, if people can just use different IPs anyways, what's the point?

And I forgot the first password to the first alt I made - and resetting the password doesn't work.

Also, I originally had a few accounts that I did nothing on that I forgot even the username to. So this would limit some people from ever joining Scratch.

There's just so many things that could go wrong that I don't support.

No support. If an account is used to evade a ban, report it.

I'm pretty sure that, depending on the severity of the reason the user was banned, the whole IP is banned and a scratch account cannot be used on that computer. Yup, I just checked the FAQs.
What happens when an account is blocked?
…the account (and most likely other accounts owned or created by that person) may be blocked permanently.

What if people start to dislike their username?
