Blur Effect
Scratch used to have it and they took it out. Unfortunately, scratch still doesn't have it.
Scratchers then created their own blur effects with existing blocks.

Blur Effect
I heard in 1.2 they had blur along with saturation which changed the amount of colour in the sprite/stage and a pontillize effect or something like that which puts circles of the sprites' colours in random areas of the sprite, which can simulate rain. There is also a water ripple effect, but Scratch just crashes because Squeak doesn't have enough memory to execute it.Scratch used to have it and they took it out. Flash “may” have enough memory in turbo mode to execute such an effect, but sadly, it's unnecessary and laggy.Oh…I heard in 1.2 they had blur along with saturation which changed the amount of colour in the sprite/stage and a pontillize effect or something like that which puts circles of the sprites' colours in random areas of the sprite, which can simulate rain. So support!I thought stage3d was gpu accelerated, so no, I don't think this will lag at all Hm…
I think this would be significantly laggier than any other effect on Scratch. I may be wrong, though?
Eh, no support for now.

Blur Effect
Hey, I heard many complaints over Scratchers that there isn't a blur block. Here's my suggestion:
set blur effect to (0) [within rectangle v]::looks
set blur effect to (0) [spread out v]::looks

There was a blur effect back in 1.2. However, the ST had removed it because it was glitchy.

Yeah… They aren't banned. Nor can I fond the statement about it being rejected or glitchy.
Support. But the blocks are a bit confusing.
I would just support for this-
set blur to ()::looks
change blur by (...)::looks

It's quite possible that they could make it without being glitchy, since 2.0 is very different from 1.2 when it was removed.
set [blur v] effect to ()
