Sticky Comments
Hi, I've noticed that in the forums, there's a such thing as ‘stickies’ that stay at the top of sections.
I think it would be nice to allow user to set up ‘sticky comments’ on (only) their own projects that stay at the top of the comments. The sticky comments would contain important notes that many people ignore when contained in the instructions/notes. This would be useful for things like ‘Please don’t post your score' ‘Click the green flag twice for better timing’, etc.

People rarely read the sticky topics so why would they start when they don't read project notes either?

If people don't notice important things in the instructions / notes, why would they notice important things in comments? Just add the message directly into your project. The sticky comments would contain important notes that many people ignore when contained in the instructions/notes.

This is what the instructions and notes and credits are for. You shouldn't use comments for information about the project.

Edit: As per a suggestion by @Miss_Peacat, this feature should instead be called “pinning.”
I was getting some comments on my greenlocked contest about joining, even after signups had ended. I thought about making a comment saying that you can't sign up anymore but I realized that it would just get drowned with other comments and no one would see it. Then I got an idea. What if I could sticky a comment?
This would be where the owner of a project has a comment option other than report and delete. The new option would be “sticky”, and it would make the comment always stay at the top of the comments section, and maybe also have something that says “stickied”. This would allow people to make announcements in comments.
You might think, “can't you just put it in the description?”. Yes, you could, but people often don't look at that. When people post a comment, they are likely to see the last comment posted, especially if it has a little symbol by it saying stickied. This would allow people to easily relay information to would-be commenters.
I hope you implement this idea and if you're another scratcher, be sure to reply something like “support” to show the scratch team that you like this idea!

2. If the owner wanted to jam comments, there is a disable commenting button.
Sticky is the official name for it but I guess renaming it isn't that much of a problem. And instead of “sticky”, this could confuse some people, maybe make it something like “permanent”.

But there could be a probem, because

someone could create lots of spam stickies that take up the enitre comments section.
