Ability to change tolerance of fill bucket tool.
My suggestion is to be able to change the tolerance of the fill tool. Whenever I try to fill in a sprite with lots of intricate shading, it only fills in a few pixels at a time. Changing tolerance would really help for this.
It would probably default to 50%.
Possible mockup:

I do have an external image editor that can do this, but it doesn't give the same crispness as the Scratch editor does.

Support! It would really help someone that doesn't like the vector editor that is built into Scratch.

I like this idea. Support!
This could definitely help a lot of people with issues, like the one you stated.

Support! And I think that if you import a picture you should be able to fill it a lot easier, if you try to fill the background, it won't fill the entire thing so then you have to manually fill each pixel or find a way to cover that up with squares and lines.

Support! I hate it when I'm trying to fill something in an image and it's not exactly the same color so I have to use an external image editor or recreate it in vector

Super-Mega-Ultra support! I'm so tired with importing a pixel character and spending like hours to remove the remain background on that character sides.

Support! I get really mad when i trying to fill in a large chunk of a sprite and it just won't fill it in for some reason.

Ability to change tolerance of fill bucket tool.
But what would the percentage actually represent?

Whatever it represents in other paint programs. I believe the percent tolerance is how different the colors can be before it stops. (For example, if you click on a red pixel, 100% will fill the whole thing, 0% will fill only the exact red, and 50% will fill some shades of red and orange.) But what would the percentage actually represent?

Support!!! I made a “background eraser” suggestion, and changing the tolerance of the paint bucket is mostly what it is (EXCEPT IT IS IN BITMAP UUUURG) so yes, much support
