Just so you know, 日本人 means Japanese people, the language is 日本語.

LOL. You messed up with Hindi, Urdu and Tamil. Hindi is the language spoken mainly in India and Urdu is spoken mainly in Pakistan. Tamil is a different language spoken mainly in India. You need to separate them.

Also, add Bengali (বাংলা) to the list, please.

I don't think there's a place for such languages - the different forums are for discussion about specific topics, and the Other Languages forums exist for people who primarily use those languages. I think a topic discussing learning/practicing a foreign language could possibly fit in the Things I'm Reading and Playing forum, but that would have to be for meta-discussion about the language. Speaking in the language (either for fun or practice) would probably get chatty and be difficult to moderate. If you want that kind of space, I think it would be best to create a studio.
