I don't exactly know what this forum is for. Isn't it true that all Scratch projects are open source projects?

Yeah, The code is available to the public my clicking the see inside button.

It's talking about Scratch Team's open source applications as well as the Scratch community's open source apps that work with Scratch. The title of the forum is misleading, which is why it might be changed soon.

I'm pretty sure we can use GitHub to help out with issues/bugs, right?

Not everyone has GitHub account, and GitHub does not handle “discussions” other than feature requests or bugs.
