This is actually really easy to add.

Make a variable for header color, background color, ect, then change all Background Color CSS to the specified variable, write some JSX code to make it so the color picker changes the variable (which isn't hard to do) then, add some jsx code to make it so default colors can be applied when clearing cache or other things, then add some CSS to make the buttons, but I can't do PR's for Scratchr2, then add JSX code to make it so the buttons open the color picker, then done!

regarding posts 1887 and 1888 that happened so long ago that everyone's probably forgotten that anything ever happened (i'm sorry i've been in a mental health episode, scratch and time have been meaningless to me because woohoo!!!!!), i agree with that those points raised either are in line with the summary i would give or in line with my opinions.

i'll see you next year, or frankly in 10 years, depending on a bunch of factors including the forums actually working

And I'm fairly certain a PR won't do anything - there are security risks with accepting random code from people and it would be easier for the developers to implement this themselves than to check through someone external's code. A feature doesn't have a higher chance of being added if it's a PR rather than a forum post. I don't think Scratch has ever merged an external PR - certainly not recently.

I do, but we already know that the Scratch Team saw this topic, and personally, I don't think that bumping this topic will make the Scratch Team's decision faster.
