Will the new “Featured” section replace the old “Curated by _” section (since “Featured” now seems to be updated every two days or so, rather than weekly)?

No. They just don't have it up yet. I know because I'm going to be curator, and Paddle2See said that if it's the new site that we're using, I'll need to wait until they implement the feature.
