Yes. You can go to their profile. At the bottom of the top section you should see a button “Report this user” you just press that.
You are correct in not naming them.

Oh, an edit. No you can't. A lot of the time if it comes to you needng to block someone it would need reporting. Blocking could cause some problems.

the ST has denied the request for blocks because it's basically a way of burying and ignoring a problem instead of actually dealing with it.

They actually answered my message so they saw it, they said they reached out to that Scratcher, but nothing has really happened yet.
