Just make a new topic, and include things like an order form on it. Call it a shop, and you're done; nothing else required.

Only the Scratch Team is able to make a topic a sticky. You can always report a topic, and ask for it to be stickied as the reason and it should be checked out.

This has now been updated to include the “Shopping Plaza” in place of the Shopping Directory, as the Shopping Directory was replaced.
