They did, but it got taken down by Apple for programs inside programs.

Wait for them to come out with a HTML5 version, they probably will.

The ST has tried in the past but the appstore doesn't allow apps that modify code, so there will never be a scratch on ipad.

There's always ScratchJr if you want less features.

You could also try @nXIII's pixie although it's not done yet.

Really, Really, Really old post but support.
The requirement that forbids Apps from running code is moot because:

2.5.2 Apps should be self-contained in their bundles, and may not read or write data outside the designated container area, nor may they download, install, or execute code which introduces or changes features or functionality of the app, including other apps. Educational apps designed to teach, develop, or allow students to test executable code may, in limited circumstances, download code provided that such code is not used for other purposes. Such apps must make the source code provided by the app completely viewable and editable by the user.
Scratch (and, to some extent, Scratch Jr. which is already on iOS) is an education app designed to teach, develop, and allow students, and the source code provided (assuming that is project code, but Scratch is open source) is viewable and editable by all users (restricted sharing is rejected). I think Scratch would be able to get past 2.5.2. The WebKit/JavaScript Core requirement can easily be met and I don't think there are any other restrictions stopping Scratch from being on iPads (iPads only, not iPhones or iPod Touches).

Scratch is on Android tablets, but isn't available on iPads (even though they are more popular than Android tablets). Scratch Jr came out on iPads before Android, but now it's the other way around.
