I wouldn't exactly call it a “Scratch 3.0 mod”, but I just made a Scratch Blocks developer preview mod that deletes every block in the control category. This doesn't apply to the vertical editor, where a corrupted loop is the only block in the control category, and you can't drag it around. Not too impressive. But technically you could say that it is the first 3.0 mod. Here is a picture of the vertical editor:

This has literally been made and abandoned since 2016 (as per the first post, and there not being any replies before yours).
Plus, this looks like something to do with cubeupload and not this mod, so even if this mod was being supported, then @superben100 can't really do anything about it.
