Is there a place to get the source code for the 1.4 installer?

It's just a self-extractor. Technically, you can make one without any special software, if you don't mind a windows 98-style UI.

It uses software called NSIS, a thingy that I am interested in, and I want to see how they made the scratch installer

the executable file that installs Scratch 1.4 on your computer. The user is interested in this whole “NSIS” thing and wants to see the source code for the Scratch 1.4 Installer if there is any.

It's more like a scripting language.
Think of C. And then someone remade it to cater to making installers. That is NSIS. Nsi scripts can be gianormous (vlc has something like 2000 lines of code in all nsi scripts) and it's more comparable to example a C project.
That is, publishing a NSI file is more like open-sourcing a program (but you open source the installer).
