It would be cooler if we could move around our things, like the “Shared Projects” row, or remove things. We could even add in a few things, such as a poll the scratcher is doing, without need of using the “Featured” project area.

Also, this thing is about as safe as a Scratch project: what's preventing me from putting something hateful in a Scratch project? Oh wait, the report button. There is one for users, so you can just use that for backgrounds too.

I wouldn't mind the changing of background colors/design/pattern/whatever as long as it is selected from preset options.

Yes, you could decide the color of the background, the colors, the layout of the page (Where all your followers are displayed, and projects you posed are), formats so you can decide if you want things like your followers, and favorites in columns instead, you could upload images for the buttons (not the text), and the font for the page. You should be able to have chat like this and this and th t. Basically posting a comment would look like the box when posting a “comment” on the forum. It would be wonderful! You might even have MORE AVAILABLE CHARACTERS on your page, for describing yourself and your upcoming projects!

I don't think that this might be a good idea. Every profile page has the same layout, and so everybody knows where he can find the list of projects, followers etc.
If every profile had it's own format, this would be very confusing (especially to New Scratchers).
Also, you would have to add a lot of CSS to make these formats working.
