Add "don't spam" to the Community Guidelines

Support, as long as we give an official definition to “spam.” That would clear up some confusion

It's already against the Terms of Use:

3.5 Prohibited activities include, but are not limited to:
4. Repeatedly posting the same material, or “spamming”;

But since most people don't read it, its presence in the Community Guidelines would prevent most of it. Therefore, I support.
