You're already able to collapse forum sections at the root, so what about extending this functionality to quotes and code? Additionally, i think the 4th quote deep should autocollapse.

That's a great idea! Not so much the idea of collapsing quotes, but rather expanding them 
The system should automatically collapse 4th level quotes and quotes taller than a few hundred pixels or so (if that's possible).
Then the user could expand it when he wants to read it, and if not it doesn't take up space!

Agreed with LS97: it's annoying to have someone quoting the whole block library top post, right? If nothing else, Quoteboxes should have a max-height of 300px, and overflow: scroll.

In the forums, people will often quote people who have quoted people before in their own posts, and that person might also have a quote within their posts.
I think that this “quotes within quotes within quotes” chain takes up far too much room on the forums, and I (well, stickfiregames) propose a simple solution:
Just have the innermost quotes become collapsible segmants. See stickfiregames' example:

So, in summary:
If their are too many quotes, replace the innermost ones with collapsible sections.

“Sometimes you need them to make sense”: and this is why you can read the original posts for the sometimes that you must by clicking on a link to take you there.
However, it is very rare that you need to read back about 5 quotes or so to understand the conversation.

While this would be a cool feature, I think we could actually do more to combat this issue right now, with our existing forums.
People just need to take a little more time with their posts and figure out what is important to include and what isn't. Very rarely is it necessary to include all the prior posts; usually just the last one is the one you are responding too - so just trim it down until only the last one is quoted.

But it can take a long time to trim out all the unnecessary parts, especially when you're on a mobile device, so I think that the main culprits anyway are the ones too lazy to do that.
Whenever I'm on the computer I trim out the unnecessary parts, but when I'm on my iPod it's nigh impossible, it takes about 5 minutes to trim out all the parts because you can't select anything outside the visible text within the textarea.
