Short description above message area
Based off an old idea someone had.
What my idea is that for new Scratchers, a small little blurb appears above the message area (where I'm typing) that says a short paragraph about what your topic should be like for that forum. For example, the Suggestions forum could say something like this:
Think about these questions before you post:
1. Is your idea on this topic?
2. Is there any way this idea could be abused?
3. Is there an easy workaround? (Don't be afraid to ask on Help with Scripts)
4. Would it be hard to implement?
5. Has this already been suggested? (Look around.)
This would help people who didn't read the “READ THIS BEFORE” topics, which is apparently a lot.

Bugs and Glitches could be this:
Think about these questions before you post:
1. Is your post as detailed as possible?
2. Where did you see the glitch? (A project, website, etc.)
3. What are your computer specifications? (Browser, OS)
4. What were you doing when it happened?
Any suggestions for the blurb? Like a different format, wording, etc.

Yes, I agree, it could also have links to relevant stickies that usually solve many problems.

Not bad! Support! Maybe even link to stickyed topics in the blurb… That'd help nail down people who haven't read them.
