Bring back User ID block!
I was reading about this block in the Scratch Wiki. What it does is takes the amount of views on the project, and that's your ID. Also, it saves on the server, so everyone has the same one each time they view a project. Also, if you're not signed in, it sets the ID to 0, so it can detect if you're not using an account on Cloud games. Also, it could be used as a “limited time base”. What I mean is you can make something available for the first, say, 10 people, giving more reason to play games. Overall, it would make for a great block! Also, I still want the username block just to clear things up.Here is the Wiki page of it.
Please don't say “No support because it could be abused.” Everything can be abused.

No, because your username is first of all, not project specific, which means you will always have the same username, but your user ID varies depending in the project, and second of all, is a number, which means you can do a lot more with it than usernames.

Bring back User ID block!
There is a description of the block on the wiki. This User ID block would be pretty much useless until Scratch gives cloud lists or just as a game as described. So, if the Scratch Team adds cloud lists then full support until then 50% support.

If it functions the way you've described, no support.
Projects could be made which say: “Get your friends to play this project! Until we reach 100 views nothing will happen!”
If it is a unique id per user, which is the same everywhere they go, support.

No support. The username block has eliminated almost all need for the user ID block. You can already detect when someone isn't logged in because the username block reports “”. The only thing it would be useful for is restricting projects based on the number of views, and that's really kind of rude. Scratch's motto is "Imagine, Program, Share".

Wait, does the user id block provide a number for the user, then I will support because that can be very useful for things like saving games (cloud data only has numbers)

That would take WAY too much code to do. Also, I can't think of an automatic way to replicate it.

I support this if it's exactly how it was in beta, and not modified.

just use cloud variables and username block.
The user id block would make it easier to use than the(username)
block and(☁ Data)
You need a custom made ☁ list which takes a long time for people to make, I suggest keeping the username block, but getting(user id)

Support. I can see this being useful for high scores in games: Just tell the player their ID at the start then as it's a number you can put it in a cloud variable. Of course, people could use this for spam type projects as mentioned before, but these could just be reported.
