Yes, but there are very few Scratches from then that would be deleted.

semi support, would kill namesnipes and potentially dead accounts

why semi support? well it would delete accounts of legally dead scratchers (like what if someone still wants to see a dead scratcher's content) and alts that would be used at another time (i have an alt that has a one word username which i found myself and i don't want that account to go to another person)

This would only delete accounts that have never had any kind of activity, including that which we can't see.
