My theory is that 404 is a deleted or not found project or studio, and 403 occurs when you go to a forbidden forum.

Yes but also adding: 403 can be anything that is forbidden and 404 is a page that doesn't exist

404 also can be stuff you aren't allowed to access, for example unshared projects show a 404
