I reread the story and it is less similar in terms of the actual plot, but the themes and tone are very similar. An ultra grounded Batman story about the corruption in the police force is incredibly similar. Obviously, don't change the themes of the story, those are what matter most, but maybe the tone could be a bit less grounded?
Yeah, that's a good idea. I'll give him a lot of gadgets and the sequel can be less grounded

Can he have an actual cave for the Batcave? He hasn't had that since TDKR.

Maybe even end with Batman going to face one of them. Like Batman landing in a sewer about to fight Killer Croc.

That was one of the inspirations (loosely) so yep definitely
